The Electricity Regulatory Authority(ERA) has under Section 29 of the Electricity Act 1999, Cap 145, received a Notice of Intended Application for a License from Amos Diaries Limitedforthe Generation and Sale of electricity from a Biomass power plant proposed to be established in Akageti Village, Nyabushozi Sub County, Lyantonde District.

Amos Diaries Limitedintends to undertake detailed feasibility studies and other activities leading to the development of the above-mentioned power project whose proposed installed capacity is 12 MW. The generated power will be sold to the Uganda Electricity Transmission Company Limited and fed into the national grid.Interested persons are invited to inspect the Application / Notice from the addresses below:-

The Electricity Regulatory Authority(ERA) has under Section 29 of the Electricity Act 1999, Cap 145, received a Notice of Intended Application for a License from RAREH Simu Limitedforthe Generation and Sale of electricity from a hydropower plant proposed to be established on River Simu in Muyembe Sub County, Bulambuli District. The proposed project is within the vicinity of the following coordinates:-

In pursuance of its powers under Section 45 (3) of the Electricity Act, 1999, the Electricity Regulatory Authority hereby gives Notice of its decision to renew generation Licence Number ERA/LIC/GEN/016/144 (the “Licence”), held by Sugar Corporation of Uganda Limited, to own and operate a 9.5 MW facility for own use in Lugazi, Buikwe District.

The Licence is renewed for a period of one year, effective 1st January 2017 to 31st December 2017.

Uganda Ranked 2nd in Africa for Promotion of Renewable Energy

Uganda has been ranked 2nd among “the Big Five” countries on the African continent for promotion of Renewable Energy by Fieldstone-Africa-Renewables-Index in its Second-Edition of October-2016.   Uganda has moved from the 3rd position and it is now only behind Morocco.

According to Fieldstone-Africa-Renewables-Index, Uganda’s ranking is as a result of increased electrification and recognition of superior solar and hydro resources, combined with smart interplay of an enabling regulatory environment, created by Electricity Regulatory Authority, which have resulted into great progress for large and small generation projects in the country.

The Global Energy Transfer Feed in Tariff (GETFiT) Project Report Release

The   Global Energy Transfer Feed in Tariff (GETFiT) Project has released the 2016 Performance Report, commending ERA for creating a good regulatory environment that has attracted private investment in Uganda’s Electricity Sector.

 The Report highlights the achievements of GETFiT in 2016, one of them being the commissioning of the on-grid 10 MW Solar Power Plant, the biggest in East Africa, located in Soroti District. Other achievements include; commencement of full construction of four Hydropower Plants and another Solar Power Plant.

The Report lauds the former ERA CEO Dr. Benon Mutambi for having created the GETFiT model which has become successful and being emulated by Zambia, Ethiopia and Ghana.

ERA Licenses UEDCL to Manage Ferdsult Concessions

The Electricity Regulatory Authority (ERA) has issued License number ERA/LIC/DIS/015/124 toUganda Electricity Distribution Company Limited (UEDCL) to manage the concessions formerly managed by Ferdsult Engineering Services Limited (FESL), following the termination of the Licenses that had been issued to FESL.

The official hand over of the operation and management of the network, assets and customers of Ferdsult Engineering Services Limited to the Government-owned Uganda Electricity Distribution Company Limited (UEDCL) was witnessed by key stakeholders at a ceremony that took place at the former offices of FESL in Kyenjojo District on 1st March, 2017.

The ceremony presided over by the Director for Legal and Authority Affairs, Mr. Harold Obiga, on behalf of the Authority, was attended by representatives of the Rural Electrification Agency, Uganda Electricity Distribution Company Limited, Uganda Electricity Transmission Company Limited (UETCL), and the District Leadership of Kyenjojo District.  The Director in his remarks noted that UEDCL had not been licensed to take over from FESL only because it was a Government entity but rather because the Authority had followed proper criteria as permitted by the Electricity Act. Mr. Obiga expressed ERA’s confidence in UEDCL’s ability to perform its role in the newly acquired concession areas as required.

The District Leadership of Kyenjojo that included the Resident District Commissioner (RDC), LC V Chairperson, Deputy Police Commander and District Internal Security Officer appreciated FESL for the good service rendered to the community during the company’s tenure, and welcomed UEDCL on board. The leadership pledged to work with the new service provider to ensure sustainability of electricity supply in the area.

In 2007, 2008 and 2011, the Electricity Regulatory Authority issued three Licenses (Licenses No. 066, 086 and 087) to Ferdsult Engineering Services Limited to distribute and sell electricity in the areas of Kakumiro, Kibaale, Kagadi, Rukungiri, Kanungu, Masaka, Bukakata, Kyotera, Mutukula, Kasensero, Mbarara, Kikagati and Ntungamo for a period of 10 years.

On 2nd December 2016, FESL notified ERA of its intention to relinquish all the three licenses with effect from 28th February 2017, citing various reasons. The Authority at its270th meeting held on 20th December 2016 considered the Company’s notice and took a decision to terminate all the three Licenses of Ferdsult Engineering Services Limited; and to appoint UEDCL to take over the concession areas formerly managed by Ferdsult in order to protect the interests of consumers by ensuring continuity of electricity supply.

Notice Of Public Hearing - the Application for a License Exemption by Absolute Energy Limited

Eng. Ziria Tibalwa Waako Appointed Chief Executive Officer

Eng. Ziria Tibalwa Waako has been appointed the Chief Executive Officer (CEO) of ERA. Ziria replaces Dr. Benon Mutambi who in December last year was appointed Permanent Secretary Ministry of Internal Affairs.

Eng. Ziria who until this appointment was the Director of the Technical Regulation Department holds an MSc. and BSc. Electrical Engineering, both from Makerere University, and a Master of Business Administration in Leadership from Walden University, USA.

Eng. Ziria is a Registered Engineer and Member of the Uganda Institute of Professional Engineers with 23 years of work experience in the electricity Sector, eight of which were at Senior Management positions. Ziria has vast knowledge and insights of the Electricity Supply Industry and its’ challenges, having worked in the sector throughout all her working life.

Notice of Decision not to Extend Permit No. 2014/070 Held by Ngoryomwo Small Hydro Limited

The Electricity Regulatory Authority(‘the Authority’) hereby gives Notice of its decision Not to extend Permit No. 2014/070 held by NGORYOMWO SMALL HYDRO LIMITED for the development of the proposed 2 MW Ngoryomwo Small Hydropower Project on River Atari in Kapchorwa District.

The decision was reached at the Authority’s 277th meeting held on April 5, 2017, based on the following;

  1. NGORYOMWO SMALL HYDRO LIMITEDheld a valid permit for the project site for a period of more than twenty four (24) months. Further extension would be contrary to the provisions of Regulatory Notice; ERA/003/2015.
     
  2. Despite holding a valid permit for a period of more than twenty four (24) months, NGORYOMWO SMALL HYDRO LIMITED did not obtain the relevant statutory consents from the National Environment Management Authority, the Uganda Electricity Transmission Company Limited and the Directorate of Water Resources Management. In addition, the company did not undertake a detailed Resettlement Action Plan for the proposed project.
     
  3. In the circumstances, the Authority noted the company’s failure to fulfil its obligations as per the Permit Terms and Conditions and Announces the availability of the site to any other intending developers.

TAKE NOTICE that the Electricity Regulatory Authority shall on the 13th day of June, 2017 hold a Public Hearing regarding the Application for a License by SM HYDRO LIMITED for the Generation and Sale of 6.9 MW of Electricity from a Hydropower Plant proposed to be established across rivers Mbigi and Sirimitiyo in Muyembe Sub-county, Bulambuli District. The Public Hearing shall be held at the Bulambuli District Headquarters starting at 10:00 a.m.
 
Government agencies, electricity sector stakeholders and persons affected by the Application are hereby invited to attend the Public Hearing.
