The Electricity Regulatory Authority(ERA) has under Section 29 of the Electricity Act 1999, Cap 145, received a Notice of Intended Application for a License from Total E&P Uganda B.V forthe Generation and Sale of electricity from an Excess Associated Gas Power Plant proposed to be established in Buliisa District. ERA to Host Inaugural Executive Forum on Electricity Supply in Uganda
The Electricity Regulatory Authority (ERA) will host the inaugural Executive Forum on Electricity Supply in Uganda, on Tuesday, 20th June 2017 at the Lake Victoria Serena Hotel.
The Forum will bring together the Chief Executives and /or Managing Directors of the companies licensed by ERA across the Generation, Transmission, and Distribution Segments of the Electricity Supply Industry. This is aimed at providing a platform for deliberation on achieving a synergized contribution to Government of Uganda’s aspiration of transforming the country from a peasantry to an industrialized nation; through accelerating access to clean, affordable and reliable energy sources to facilitate industrialization, in line with Vision 2040. The forum will address the social-economic transformation ‘propellers’ highlighted as: Accelerated Access, Absorption capacity, and Delivery of affordable electricity.
According to Eng. Ziria Tibalwa Waako, the Chief Executive Officer of the Electricity Regulatory Authority, “ERA as a central actor in the Electricity Supply Industry in Uganda has set its focus on deliverables that would accelerate Government of Uganda’s aspiration of increased access and availing of 41,738 MW of electricity with the projected per capital consumption of 3,668 kWh by 2040. "Eng. Waako adds that "The attainment of these targets and aspirations by the Government requires a coordinated strategy by the players in the Electricity Supply Industry that will define and harmonize annual priorities and efforts across the board, and eventually deliver the desired social-economic transformation.”
The Minister of Energy and Mineral Development, Hon. Eng. Irene Muloni, will officiate at the forum and deliver a key note address on the topic: Access to clean, affordable and reliable energy sources to facilitate industrialization for socio-economic transformation of society. "The forum is part of ERA’s wider process of Stakeholder Consultation, and is expected to be an annual activity on the Authority’s calendar.
Since its establishment in the year 2000, the Electricity Regulatory Authority has closely worked with Key Stakeholders towards the development of the Electricity Supply Industry. Through synergized interventions, the several milestones so far achieved will be consolidated for the benefit of the people of Uganda.

Application for a License for the Establishment of A 7.1MW Hydro Power Plant in Sironko District
The Electricity Regulatory Authority(‘the Authority’) has received under Section 33 of the Electricity Act 1999, Cap 145, (‘the Act’) and Regulation 7 of the Electricity (Application for Permit, Licence and Tariff Review ) Regulations, 2007 (Regulations) an Application for a Generation and Sale of Electricity License fromEco Clean Power Limited.
The License will enable Eco Clean Power Limitedconstruct, generate and sell 7.1MW of electricity from a hydro power plant proposed to be established across River Sironko in Masaba Sub-county, Sironko District. The generated power will be sold to Uganda Electricity Transmission Company Limited and fed into the national grid.

ERA Consults Stakeholders in Bulambuli and Kabarole Districts over Proposed Hydropower Projects
The Electricity Regulatory Authority (ERA) on 13th June, 2017 hosted residents of Bulambuli District for a Public Hearing in respect of the application for a License by SM Hydro Limited to establish a 6.9 MW Hydropower Plant across Rivers Mbigi and Sirimitiyo in Muyembe Sub-County, Bulambuli District.
During the proceedings, the residents of Bulambuli District expressed great interest in and support for the proposed Hydropower project. However, they raised concern over the processes and mechanisms applied by the Project Developer in compensation of the 90 (ninety) persons affected by the Project. Mr. Peter Kityo (Environment Specialist – ERA), who presided over the Hearing on behalf of the Chief Executive Officer of the Electricity Regulatory Authority, requested the Developer to address the concerns of the Project Affected Persons to avoid any hindrances to the progress of the project.
The Hearing that took place at the Bulambuli District Headquarters attracted notable leaders of the Community, including the District Chairperson, the Chief Administrative Officer and District Internal Security Officer. Over 130 residents of Bulambuli District attended the Public Hearing.
In Kabarole District, the Electricity Regulatory Authority consulted stakeholders at a Public Hearing held in respect of an application for a License by Rwenkuba Electricity Company Limited for the Generation and Sale of 3.2 MW of electricity from a Hydropower Plant across Rivers Yerya and Nsongya in Kisomoro Sub-County, Kabarole District.
The Presiding Officer, Mr. Edward Iruura (Director Financial Services – ERA), who represented the Chief Executive Officer of the Authority, assured the residents that upon issuance of a License to the Developer and completion of the Project, the community would not only benefit from access to electricity but also a number of Corporate Social Responsibility (CSR) Initiatives that the Developer was required to undertake especially in the health and education sectors.
The Resident District Commissioner for Kabarole District, Mr. Stephen Asiimwetasked the Developer to establish timelines for effecting of compensation to the Project Affected Persons; and requested the residents to be cooperative and to support the Developer in order to avoid delays in the implementation of the project.
The Public Hearing took place atMukasukali Trading Center, Nyabuhuka Village in Kabarole District, on 16th June 2017.
The views and comments raised by the participants at both Public Hearings will inform the Authority’s decision in awarding License instruments to SM Hydro Limited and Rwenkuba Electricity Company Limited.
Application for a License for the Establishment of a 25MW Bagasse Power Plant in Buikwe District
The Electricity Regulatory Authority(‘the Authority’) has received under Section 33 of the Electricity Act 1999, Cap 145, (‘the Act’) and Regulation 7 of the Electricity (Application for Permit, License and Tariff Review ) Regulations, 2007 (Regulations) an Application for a Generation and Sale of Electricity License from Sugar Corporation of Uganda Limited.
The License will enable Sugar Corporation of Uganda Limitedconstruct and generate 25MW of electricity from a Bagasse power plant proposed to be established at the Sugar Corporation of Uganda Limited premises in Lugazi, Buikwe District. 14.9MW of the generated power will be sold to the Uganda Electricity Transmission Company Limited and fed into the national grid. The remainder of the power shall be utilized by the Sugar Corporation of Uganda Limited in their operations.

Application for a License Exemption for the Establishment of a Biomass Powered Decentralized Mini-Grid System in Bukurungu Trading Center, Kamwenge District
The Electricity Regulatory Authority(‘the Authority’) has under Section 114 of the Electricity Act 1999, Cap 145, (‘the Act’) received an Application for a License Exemption from Pamoja Energy Limited for the generation and distribution of electricity from a Biomass gasification power plant to be established at Bukurungo Trading Center in Kamwenge District.
The proposed generation capacity for the system is 50KW and the generated power will be sold to the inhabitants of Bukurungo Trading Center through a decentralized Mini-grid system.

ERA Hosts Inaugural Forum on Electricity Supply in Uganda
The Electricity Regulatory Authority (ERA) hosted the inaugural Forum on Electricity Supply in Uganda, on 20th June 2017.
The Forum provided a platform for Chief Executives of the companies operating in the Electricity Supply Industry to deliberate on achieving a synergized contribution to Government of Uganda’s aspiration of transforming the country from a peasantry to an industrialized nation, through accelerating access to clean, reliable and affordable energy sources. The Industry Leaders addressed the social-economic transformation ‘propellers’ highlighted as: Accelerated Access, Absorption capacity, and Delivery of affordable electricity.
The Minister of Energy and Mineral Development, Hon. Eng. Irene Muloni, who officiated at the Forum, in her keynote speech identified the three priorities in the Energy Sector as: increasing generation capacity and transmission network; increasing access to modern energy services through rural electrification and Renewable Energy development; and promotion of efficient utilization of energy and reduction of system losses. The Minister noted the “need to collaborate and work together to ensure that we provide adequate and reliable power supply to support national programs”.
In her remarks, the Chief Executive Officer of the Electricity Regulatory Authority, Eng. Ziria Tibalwa Waako, appealed to all stakeholders in the ESI to promote a consistent and powerful commitment to synergistic teamwork, noting that, “it is when we work in synergy as Industry Executives with a Vision and long-term strategy for the greater good of our Industry, that we can ensure that the dream of industrialization is achieved in our mother country Uganda”.
The Forum that took place at the Kampala Serena Hotel was attended by officials of the Ministry of Energy and Mineral Development, the Rural Electrification Agency, and Leaders of over 20 companies licensed by ERA across the Generation, Transmission, and Distribution Segments of the ESI.

ERA Announces Reduction in Electricity Tariffs
The Electricity Regulatory Authority on 7th July 2017 announced the new Electricity End-User (Retail) Tariffs for Quarter Three (July to September) of 2017, indicating a reduction in the Tariffs across all the consumer categories.
According to the Tariff Schedule, Domestic consumers will pay UGX 686.0 per unit from UGX 687.1, Commercial Consumers - UGX 619.6 from UGX 620.9, Medium Industrial Consumers - UGX 568.8 from UGX 569.7, Large Industrial Consumers - UGX 369.0 from UGX 370.2, Extra Large Industrial Consumers - UGX 365.8 from UGX 366.9 and Street Lighting -UGX 670.0 from UGX 671.2 per unit.
The reduction in the Tariffs is attributed to favourable changes/movements in the Exchange Rate, International fuel prices, and the Energy Generation mix.The new Tariffs are applicable to all electricity consumer bills raised by Umeme Limited based on meter readings and Yaka purchases to be taken in the period July to September 2017.

Notice of Intended Modification of Licence Number ERA/LIC/GEN/015/134 Issued to Mss Xsabo Power Limited
In pursuance of its powers under section 44 (4) of the Electricity Act, 1999, the Electricity Regulatory Authority hereby gives notice under section 44 (5) of its decision to modify the the Electricity Generation and Sale Licence Number ERA/LIC/GEN/015/134 (the ‘Licence’), issued to MSS XSABO POWER LIMITED (the ‘Licensee’).

In pursuance of its powers under Section 44 (4) of the Electricity Act, 1999, the Electricity Regulatory Authority, hereby gives Notice under Section 44 (5). The Authority has approved the Modification of the Electricity Generation and Sale Licence Number ERA/LIC/GEN/016/141 issued to Emerging Power Uganda Limited for the development of the proposed 10 MWp Solar Photovoltaic Power Plant in Mayuge District. Government Launches Public Utility Court
In May 2017, the Judicial arm of the Government of Uganda launched a special court to handle cases related to theft of electricity and water, vandalism of water and power equipment and related cases in other sectors such as Telecommunications and Trade.
Commissioned by the Chief Justice of Uganda, His Lordship Hon. Bart Katureebe, the Court will handle cases resulting from the operations of Utility providers such as Umeme Limited, National Water and Sewerage Corporation, telecommunications companies and the Uganda National Bureau of Standards. Domiciledat Buganda Road, the Court will be headed by Chief Magistrate Mawanda Eremye, assisted by two Grade One Magistrates - Gladys Kamasanyu and Marion Mangeni.
According to the Electricity Regulatory Authority, the Utility Court is an important milestone especially for the Electricity Supply Industry that has for long grappled with the challenge of power theft and other electricity-related offences. With this Court in place, it is expected that the offences in the Industry will significantly reduce, translating into greater efficiency and improved reliability and quality of service for electricity consumers.
While speaking at the launch, the Deputy Managing Director of Umeme Limited, Mr. Sam Zimbe, noted that even before its official launch, the Court had been instrumental in dealing with cases of power theft, contributing to a decrease in the vice from 40% to 19%.
ERA Rolls Out Support to Primary Education
The Electricity Regulatory Authority on 7th August 2017 launched its Corporate Social Responsibility (CSR) project for the Financial Year 2016/17, at Bumangi Primary School in Kalangala District.
The Authority donated scholastic materials that included Text books, Exercise books and Sanitary wear to the pupils at the school. The handover ceremony was witnessed by Parents and the District leadership of Kalangala District. While speaking at the ceremony, Mr. Julius Wandera (Manager Communication, ERA), on behalf of the Chief Executive Officer, congratulated Bumangi Primary School for emerging the most suitable beneficiary of the project, out of the four schools identified in Kalangala District. He expressed optimism that ERA’s contribution would translate into better academic performance for the pupils.
The Deputy Resident District Commissioner, Mrs. Lule Ssenkungo M.T.N., noted that ERA’s CSR initiative was an indicator of goodwill and a caring Regulator. She appreciated the Authority for its efforts towards stakeholder engagement and continued intervention in issues affecting electricity consumers in Kalangala District.
The Kalangala District Chairperson, Mr. Lugoloobi B. Willy, expressed appreciation for ERA’s stakeholder-focused regulatory approach; and cautioned the teachers and pupils against misusing the scholastic materials.
The Authority’s CSR Project for Financial Year 2016/17 targeted improvement of education in Primary Schools in three distribution concession areas operated by Kalangala Infrastructural Services (KIS), Bundibugyo Energy Co-operative Society Ltd (BECS) and Pader-Abim Community Multipurpose Electricity Co-operative Society Limited (PACMECS).
ERA Supports Environmental Protection
On Tuesday, 15th August 20017, ERA attended the launch of the “Rotary Mission Green Project”. The Project was launched at Luzira Correction Center, organized by Rotary in Uganda and Tanzania (District 9211).
The “Rotary Mission Green Project”, is an initiative aimed at restoring the environment by reversing the effects of deforestation and enabling the enhancement of the forest and tree resources to support socio-economic development.
The launch was officiated by the RT. HON. Rebecca Alitwala Kadaga; the Speaker of Parliament of Uganda.
While addressing Rotarians and other officials who attended the launch, HON. Kadaga highlighted that Government of Uganda is dedicated and committed to restoring the forest cover to 18% of surface area, through National Programs that support tree planting.
She mentioned the “Tree Fund Program” that supports communities to sustainably harness reforestation and the Government’s support and recognition of the “National Tree Planting Day”.
Hon. Kadaga also urged the general public; especially the Public and Private organizations to embrace and support the “Rotary Mission Green Project”, in the struggle to save and preserve the environment for generations to come.
Umeme’s Performance on Quality of Service Standards
Electricity Regulatory Authority (ERA) developed the Quality of Service and Supply Standards to protect the interests of electricity consumers in respect to quality and reliability of electricity supply.
Umeme Limited submitted a Report on its performance in respect to compliance with the Quality of Service Standards for the 2nd, 3rd and 4th quarter of 2016.

Notice of Intended Application for a License for the Establishment of Solar P.V Off-Grid Systems in Kalangala District
The Electricity Regulatory Authority (ERA) has under Section 29 of the Electricity Act, 1999, Cap 145, received a Notice of Intended Application for a License from Absolute Energy Africa Limited forthe Generation and Distribution of electricity from Solar P.V off-grid systems to be located in Kalangala District. The off-grid systems are expected to be located on the following islands;
Buvu, Lulamba, Bugaba, Bufumira, Bubeke, Jaana, Bubembe, Buyovu, Serinya, Banda, Bukasa, Nkese and Bunyama.
Absolute Energy Africa Limited intends to undertake detailed feasibility studies and other activities leading to the development of the above-mentioned off-grid power projects whose proposed combined installed capacity is 2.507 MW. The generated power will be sold to the inhabitants of the said islands.

Pursuant to Section 30 of the Electricity Act, 1999, Cap 145, the Electricity Regulatory Authority hereby invites directly affected parties and local authorities in the areas affected by the project to make comments and lodge objections (if any) in respect of the Notice to the Authority, not later than 30 days from the date of publication of this Notice.
Directly affected parties and affected public agencies are invited to submit their comments in respect to the Application/Notice by hand delivery, email, fax or any other recorded delivery to the Secretary to the Authority on the above address.
